TWC site move and upgrade to vB 4.1.9

We have successfully moved the site to a new server and updated the site to the current build of vBulletin this week. I am currently working on some file permissions settings that were messed up during the move and you will notice a slow down with the cms page loading until I can get it sorted. We also have a couple theme issues to work through because of the update and once I have the permissions issue sorted I will get that straitened out. I can't just give all the files read/write and I am currently figuring out what files require it for the forum. It would present a security issue if I were to set all to R/W. Please bear with me as I work through the issues with the site move and upgrade. Thanks, Biill
